This is a perfect matte red. I think it would look good on any skin tone. I'm dark skinned and scared of certain reds. This one is DRAMATIC in the best way and I adore it.

Does dry matte, drying like all other matte lipsticks but not too bad where it makes ur lips uncomfortable. The color is awesome. Would recommend it.
